This is the so-called "butterfly effect" that literature, meteorology and mathematics have tried to explain since the fifties.

What is the relationship between the butterfly effect and Project Control?

Apparently none, at least until Project Control will continue to be treated only in theory, without considering the practical problems and without seeking operational solutions that make it possible to overcome them. The relationship with the “butterfly effect” emerges quite clearly when you need to control "really and effectively" the Project and in particular if this is done in Enterprise contexts characterized by a high level of complexity.

A Project looks like a small world in which, with a "butterfly effect", every action propagates unforeseen and remote phenomena so that any decision taken during the project’s life-cycle can produce not easily quantifiable effects on all variables that might affect the achievement of the fixed objectives.

The Project Control discipline which seems to be simple from the theoretical point of view, from a practical point of view presents difficulties that make it not very effective and sometimes even not applicable.

Among the causes of these difficulties, one consists in the turbulent context that typically characterizes any project: "in every moment everything is moving".

This phenomenon grows and grows in those projects in which, with the aim of reducing the total lead time, the three phases of engineering, procurement and construction (which influence each other) are conducted in parallel along the whole project’s life-cycle. 

The ultimate effect of this phenomenon is that: “any Plan produced at a time to be assumed as a reference after a short time is no longer representative of an ever changing scenario, depending on the design and organizational solutions identified day-by-day and therefore the needed effort to adapt it to the changes often appears unsustainable”.
